In Skyrim, the console is only available to players on PC and Mac (Steam). It is opened by pressing a hotkey, so provided you haven't changed your console hotkey settings, pressing one of the following keys should open up the console in-game:

In Skyrim's console, you are unfortunately unable to scroll up and down using your mouse. You must use the PAGE UP and PAGE DOWN keys on your keyboard. These are usually located above your arrow keys.
To select a target in Skyrim, all you have to do is click on your desired target whilst the console is open. Let's say you wanted to kill a guard, all you'd have to do is open up the console, click on the guard with your cursor, and then type the command kill into the console.
To unselect a target, all you need to do is click the target with your cursor whilst the console is open again. If a target is selected, its reference ID will appear in brackets above the console - you can verify whether or not you've successfully unselected your target by checking to see if this is still visible.
Finding out the reference ID of an item, object or NPC is fairly easy. All you have to do is open the console, click what you want to find the reference ID of, and its reference ID will appear above the console in brackets. Let's say it's a Whiterun Guard - if you click that guard (with your cursor), its reference ID would appear like so:

The console is a great utility that's avaiable on PC and Mac (Steam) versions of Fallout 4. Via the console, you can execute commands (cheats) that can change every part of the game - you can add items, spawn charcters, hide buildings, etc.
Commands are simply words/sentences typed into the console that tell the game what to do. To execute a command, simply type it into the console and hit enter. An example of a command is player.resethealth, if you were to type this into the console and hit enter, your health would be restored to 100%.

One thing to keep in mind, though, is that many commands are case-sensitive and must be entered in a specific way. Luckily the noclip command is only three letters, but checking your letters, spaces, and layout is a good habit to develop if you plan to use other commands regularly.
To enable noclip in Skyrim, first open the development console. Type out the acronym "tcl" (which stands for toggle no clip) and press enter. You should see a notification telling you that collisions have been turned off. You can re-enable collisions by typing "tcl" again. By not selecting a target for the command, this will apply noclip to everything in the world.
To turn off collisions for a specific item, NPC, or another object, open the console then click on your intended target while the game is paused. You should see an ID appear on-screen, but if you accidentally select the wrong target, try getting closer to them as effects like fog can get in the way. Then, type "tcl" as normal and the target will stop colliding with the world around them. To ensure you don't accidentally lose the target don't click on anything else or deselect them. The ID will remain the same, which makes it much easier to re-enable collisions later on for that target.
